ABOUT IES-UPSC-ESE
IES-UPSC-ESE remains the most sought in career for the engineering students in India in the year 2010 , a total of 157,649 candidates filled application for 434 vacancies in all 4 branches . In 2011, a total number of 693 candidates were selected for appointments in these four lists include 317 General, 209 Other Backward Classes, 113 Scheduled Castes and 54 Scheduled Tribes (including 44 candidates belonging to Physically Handicapped category). ESE 2012 was conducted for the recruitment of candidates to as many as 560 posts, which also includes 47 vacancies available only for the PH (physically handicapped) category.
UPSC-ESE is so considered as the toughest exam in India after UPSC-CSE due to less number of posts having a selection ratio of 0.00275 (based on 2010 statistics) and its technical nature. Most of the toppers of this exam are graduates of institutes like the IITs, IISc & NITs. Because of this difficult selection process, IES officers get good respect and status in society and are able to manage activities in vast areas. Government expenditure is more than 15 percent of its GDP and given the extent of tasks and functions managed by the PSUs, this extends to a fairly vast area of the economy covering the railways, roads, defense, public works, power, telecommunications, etc. All appointments to the Group A services are made by the President of India.

CAREER PROGRESS
- At the time of selection – Assistant Executive Engineer / Assistant Works Manager / Assistant Director.
- After 3–4 years of service (including probation period) – Executive Engineer / Works Manager / Deputy Director (equivalent to Under Secretary to Government of India).
- After 8 years of service – Superintending Engineer / Deputy General Manager / Joint Director (equivalent to Deputy Secretary to Government of India).

Promotions are subjected to availability of vacancies and may take more time than mentioned above. The age of superannuation is 60 years for all civil servants in India.
ELIGIBILITY
(I) Nationality: A condidate must be either- a citizen of India, or a subject of Nepal, or a subject of Bhutan, or a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favor a certificate of eligibility has been issued by the Government of India.
(II) Age Limits: A candidate for this examination must have attained the age of 21 years and must not have attained the age of 30 years on the 1st January of the current year.
The upper age-limit of 30 years will be relaxable upto 35 years in the case of Government servants of the following categories, if they are employed in a Department/Office under the control of any of the authorities mentioned in column 1 below and apply for admission to the examination for all or any of the Service(s)/Posts mentioned in column 2, for which they are otherwise eligible.
(i) A candidate who holds substantively a permanent post in the particular Department/Office concerned. This relaxation will not be admissible to a probationer appointed against a permanent post in the Department/Office during the period of his probation.
(ii) A candidate who has been continuously in a temporary service on a regular basis in the particular Department/Office for at least 3 years on the 1st August, of current year.

NOTE —The period of apprenticeship if followed by appointment against working posts on the Railways may be treated as Railway Service for the purpose of age concession.
(c) The upper age-limit prescribed above will be further relaxable—
(i) Upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
(ii) Upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
(iii) Upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu and Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.
(iv) Upto a maximum of three years in the case of Defence Service personnel disabled in operations during hostilities with any foreign country or in a disturbed area, and released as a consequence thereof;
(v) Upto a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, ) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service or (iii) on invalidment.
(vi) Upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Services as on 1st August, and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and they will be released on three months’ notice on selection from the date of receipt of offer of appointment.
(vii) Upto a maximum of 10 years in the case of blind, deaf-mute and Orthopedically handicapped persons.
N.B.—The candidature of a person who is admitted to the examination under the age concession mentioned in Para 3(II)(b) above shall be cancelled if, after submitting his application he resigns from service or his services are terminated by his department/office either before or after taking the examination. He will, however, continue to be eligible if he is retrenched from the Service or post after submitting his application. A candidate who after submitting his application to the department is transferred to other department/office will be eligible to compete under departmental age concession provided his application has been forwarded by his parent department.
SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.
FUNCTIONS OF THE OFFICERS
The nature of work performed by these bureaucrats largely depends on their engineering branch and the service or cadre they are recruited in. However, they can move to any cadre, organisation, agency, department, ministry or PSUs of the Government of India. They are appointed in the posts analogous to their present one, either on deputation basis which is of a fixed tenure (at least 5 years and extensible) after which the officer returns to their parent cadre or on absorption basis where the official leaves the parent cadre and is “absorbed” permanently into the new cadre.

Note: The paper in General Studies and Engineering Aptitude will include Knowledge of relevant topics as may be expected from an engineering graduate, without special study. Questions from all the 10 topics mentioned above shall be set. Marks for each Topic may range from 5% to 15% of the total marks in the paper.

6. Construction Practice, Planning and Management:

1. Flow of Fluids, Hydraulic Machines and Hydro Power:
(a) Fluid Mechanics, Open Channel Flow, Pipe Flow: Fluid properties; Dimensional Analysis and Modeling; Fluid dynamics including flow kinematics and measurements; Flow net; Viscosity, Boundary layer and control, Drag, Lift, Principles in open channel flow, Flow controls. CUT OFF:
To cross the preliminary test, it is must to get at least 15% of marks in every paper, that is 30 marks and 45 marks respectively. To be sure for Mains level, one must be able get at least 50% in each paper or 250+ overall in Prelims; this may differ from stream to stream.
The short listing ratio for Mains Examination is considerably higher depending on the vacancies and is generally about 1/12.
The minimum cut off marks to clear the Mains stage is 20% in every paper, i.e., one need to score at least 60 marks in each of the paper to be eligible for PI test. To be sure of getting an interview call, one must aim and score at least 50% in each of the mains paper or 300+ marks overall, however this may again differ from branch to branch and year to year depending on level of complexity of the paper.
The calling ratio for personal Interview is generally 1:3 i.e. 3 candidates will be called for filling up 1 post.
Next stage is the interview, interview is total of 200 marks and a good candidate gets marks in the range of 100-120. For a guaranteed selection, one must aim to score 140+ in the interview.
Usually, top 10 rankers score around 60 to 65% of the total marks (1300 marks). Last candidate to be recommended scores around 55 to 58 % of the total marks.
